In the story the soul spheres are what house the soul's entirety. Mera is going after the soul spheres to gain power over the Sailor Mistics. If Mera gains all the soul spheres she can use the souls to turn the bodies of those she has against the Sailor Mistics and the Sailor Senshi. When that happens the Sailor Mistics and Senshi would have trouble gaining back the soul spheres.
